Job description
The database administrator is responsible for ensuring the availability, confidentiality, integrity, and quality of data by maintaining a high level of performance (processing speed, volume monitoring) and ensuring consistency and security. Monitor, operate, and develop one or more databases and ensure the consistency and permanent accessibility of information. Ensure that set objectives (quantitative and qualitative) are met and that the quality of service offered (work carried out, missions and/or interventions undertaken) is maintained. Convey a positive and rewarding image of the bank and its staff.
This position is available immediately on a permanent contract in Kinshasa and is part of the Infrastructure Department within our IT Division.
TECHNICAL ACTIVITIES
Database Architecture & Administration
Design and maintain robust architectures on:
· Oracle 11g/12c/19c/ 26ai (Single Instance, RAC, ASM, Multitenant CDB/PDB)
· PostgreSQL (HA, Streaming & Logical Replication)
· SQL Server (Always On Availability Groups)
· MySQL and MariaDB (InnoDB and Galera Cluster)
· Administer and supervise environments via Oracle Enterprise Manager 24ai (centralized monitoring, alerting, performance diagnostics, lifecycle management).
· Install, configure, and optimize databases on Linux and AIX.
· Manage user profiles, roles, privileges, and security policies (RBAC).
· Implement encryption, auditing, data redaction, and banking regulatory compliance.
· Keep technical documentation and SOPs up to date.
High Availability & Service Continuity
· Define backup priorities for critical services and their frequency.
· Automate and supervise backups: RMAN, pg_basebackup, SQL Server Backup, MySQL Enterprise Backup.
· Regularly test restores and PRA/DRP plans.
· Provide N2/N3 support with 24/7 on-call service.
· Ensure strict compliance with SLAs.
Performance & Optimization
· Monitor performance via OEM 24ai and native tools (AWR, ASH, ADDM, pg_stat_statements, SQL Server DMVs).
· Perform advanced tuning:
· SQL optimization & execution plans
· Partitioning & strategic indexing
· Memory configuration (SGA/PGA, shared_buffers, innodb_buffer_pool_size, etc.)
· Tempdb & WAL/Redo log optimization
· Perform stress tests and capacity planning.
· Diagnose critical incidents and propose sustainable solutions.
Cloud & Innovation (major asset).
· Deploy and administer Oracle databases on Oracle Cloud Infrastructure (OCI) (major asset).
· Understand hybrid On-Prem/Cloud architectures.
· Participate in migration projects.
Profile
PROFILE REQUIREMENTS:
Professional Experience
· Academic Background: University degree (5 years of higher education) in Computer Science or a related field.
· Proven Experience: Over 5 years of expertise in Oracle database administration and knowledge of OCI (Oracle Cloud Infrastructure).
· Engineering expertise: At least 5 years of experience in technical operations and systems engineering.
· Autonomy: Proven ability to organize and plan complex work independently.
· Language: French and English (a major asset)
Technical & Systems Expertise:
· Multi-DBMS Proficiency: In-depth expertise in the design, installation, and configuration of Oracle (11g, 12c, 19c, 26ai), MSSQL, PostgreSQL, and MySQL.
· High Availability: Advanced proficiency in replication and failover solutions, including Oracle RAC, Active Data Guard, Always On, and clustering.
· Performance Tuning (PTO): Extensive experience in performance optimization and troubleshooting using native tools (AWR, ASH, ADDM) and OEM 24ai.
· Backup and Restore: Proficiency in recovery models and native (RMAN) or third-party solutions such as Veritas, Veeam, and NetBackup.
· Systems Environment: Solid knowledge of Linux, Unix (AIX), and Windows Server administration.
Professional Certifications
· Oracle Certified Associate/Professional (OCA/OCP).
· Other certifications in databases.
· ITIL (IT Service Management).
Soft Skills:
· Communication: Ability to explain complex technical concepts to a variety of audiences.
· Interpersonal skills: Excellent interpersonal skills to maintain strong relationships with internal and external stakeholders.
· Technical writing: Strong command of documentation and report writing using MS Office and Visio.
